  18. <p>    Under J. Edgar Hoover, FBI agents often served as shock
  19. troops in the fight against civil rights. Last week the bureau
  20. announced a plan to end what 300 of its black agents had charged
  21. was lingering bias in the way promotions and fast-track
  22. assignments are made. The new rules avert a threatened lawsuit.

  25. </p>
  26. <p>    Channel One, a classroom newscast produced by Whittle
  27. Communications, has drawn fire for mixing commercials with
  28. current events. A Whittle-funded study has found that with or
  29. without ads, the show isn't having much impact. Students who
  30. watch the newscast score little better on current-events tests
  31. than do nonwatchers.
